- By geography (local, interstate, international)
- By service (telephony, broadcast, cable)
- By type of network (cable, wireline, wireless)
Digital transmission and IP break down those categories
- Bandwidth is fungible
- Technologies are too fluid and fast moving to capture
Yet, some line drawing is inevitable
- Need to keep new services from inadvertently falling into traditional boxes
