Kenneth Carter joined the Institute in June 1998 as Associate Director. He received his J.D. from the Benjamin N. Cardozo School of Law. While in law school, he was a member of the Cardozo Arts & Entertainment Law Journal, and President of the Asian and Pacific Law Students Association. Mr. Carter was awarded an Alexander Judicial Fellowship, serving as a full-time junior clerk in the chambers of Hon. John C. Lifland, U.S.D.J. He was graduated from Colgate University with an A.B. in Economics and East Asian Studies after studying abroad in England and Japan. Carter has worked for the Federal Trade Commission on such issues as the FTC's jurisdiction over resellers of prepaid telecommunication services and deceptive advertising of tariff rates. Mr. Carter has a background in media and communications, having worked for MTV Networks, Island Records, and the international television syndication firm, D.L. Taffner.

As Associate Director, he manages CITI's research agenda, assists the development of the Institute's on-line research platform, the Virtual Institute of Information and serves as the institute's counsel for matters intellectual property, contract, and employment law. He is also responsible for the coordination of the MBA concentration in the Management of Information, Communications, and Media at Columbia Business School.

Mr. Carter's current research includes The Bandwidth Economy, , Interconnecting the Network of Networks, Freedom of Access Continued: The Virtual Archive of Sidney W. Dean, Jr., as well as regulatory and intellectual property issues in telecommunications. His forthcoming publications include Design Patents for Computer Generated Icons and Privatization in New Zealand. Mr. Carter is an avid scuba diver and is currently receiving his Divemaster certification. He is also writing a book on the subject of the philosophy of diving. He is proficient in Japanese and has studied Japanese Archery, called "Kyudo".
